J&K Assembly breaks tradition, conducts business after paying homage to former lawmakers
Following parliamentary convention pitched by Chief Minister Omar Abdullah, the House bypassed traditional full-day adjournments and extended floor speeches to take up scheduled legislative work.
Marking a significant departure from decades-long legislative custom, the Jammu & Kashmir Legislative Assembly created history on Monday by commencing routine government business immediately after the Speaker concluded reading obituary references.
Under long-standing regional parliamentary conventions, the House was routinely adjourned for the entire day whenever homage was paid to departed former legislators, deferring all questions, bills, and deliberations to the next working day. Monday’s proceedings shattered that precedent in favor of procedural efficiency and maximized working hours.
In historical sittings, lawmakers cutting across party lines delivered individualized commemorative speeches, consuming entire morning sittings before triggering the inevitable full-day adjournment. On Monday, no other members spoke during the homage, setting a new procedural framework for the House.
The institutional reform mirrors a transition earlier championed by Chief Minister Omar Abdullah during the previous autumn session, who had strongly advocated aligning the regional assembly’s protocols with modern parliamentary standards in New Delhi.
By executing this change, Speaker Rather and the Assembly leadership signaled an intent to safeguard precious legislative hours, ensuring that honoring departed public figures remains dignified while governance and policy debates proceed without disruption.
