Autumn Session of J&K Assembly to be a Packed Affair: Over 650 Questions, 17 Bills, and 50 Resolutions Submitted

SRINAGAR: The upcoming autumn session of the Jammu and Kashmir Legislative Assembly is set to witness intensive legislative scrutiny and spirited debates, with elected representatives tabling approximately 650 questions, nearly 17 Private Member Bills, and around 50 resolutions ahead of the sitting scheduled to begin on September 21 in Srinagar.
Official sources inside the Assembly Secretariat revealed that members across the political spectrum have made full use of their allotted quotas to raise constituency matters, question administrative functioning, and push legislative initiatives.
Over 650 Questions Logged Across Starred and Unstarred Quotas
Under parliamentary procedure rules framed for the session, each MLA was permitted to submit a maximum of eight questions—comprising four starred questions requiring oral answers on the floor of the House and four unstarred queries seeking written replies from the ministries.
Secretariat records show that roughly 650 questions have landed on the table, spanning development works, public infrastructure, healthcare, education, administrative policies, and employment opportunities across both Jammu and Kashmir provinces.

While lawmakers possess the statutory right to table private member legislations, legislative history indicates that these bills encounter steep procedural hurdles and rarely reach passage. This stems largely from rigid calendar constraints, as parliamentary norms reserve only one to two sitting days specifically for non-official business. By comparison, government bills introduced directly by ministers face no such calendar caps and routinely clear the House.
50 Resolutions Received: Draw of Lots to Decide Top Seven
The Assembly Secretariat has also registered around 50 Private Member Resolutions submitted by legislators aiming to prompt formal discussions on critical public concerns.
Under the Rules of Procedure and Conduct of Business in the J&K Legislative Assembly, all received resolutions will undergo an initial admissibility examination. Once vetted for regulatory compliance, a transparent draw of lots will take place to shortlist exactly seven resolutions for introduction and subsequent debate during the allocated private members’ hours of the session.
With government departments already working to prepare responses to the extensive list of queries, the Srinagar autumn session promises to provide an engaging arena for debate between the treasury benches and the opposition on core issues confronting Jammu and Kashmir.
