JKPSC Remains Headless for Nearly Three Weeks, Key Recruitment Processes Grind to a Halt
Administrative vacuum leaves the constitutional recruitment body non-functional following the retirement of Arun Kumar Choudhary; only two members remain in office.
Jammu, Jammu Mirror: The Jammu and Kashmir Public Service Commission (JKPSC) has entered its third consecutive week without a leadership helm, bringing essential administrative work and recruitment decisions to a virtual standstill across the Union Territory.
The operational freeze began on August 15, 2026, when the previous Chairman, retired IPS officer Arun Kumar Choudhary, completed his tenure. Since his departure, authorities have yet to designate a permanent successor or nominate an interim head, leaving the premier recruiting agency for gazetted cadres unable to conduct core functions.
Inside sources familiar with the development noted that by constitutional design, the Commission requires a chairperson alongside its members to execute authoritative mandates, approve selection lists, and issue notifications. In the absence of a designated chairperson, the panel lacks the regulatory mandate to formalize policy or conclude ongoing recruitment drives.
Constitutional Provision: Article 316(1A)
“If the office of the Chairman becomes vacant or if any Chairman is unable to perform duties, those responsibilities shall be carried out by one of the Commission’s other members as appointed for that purpose by the competent constitutional authority.”
Legal experts and senior officials highlight that an administrative impasse was entirely avoidable. Under Article 316(1A) of the Constitution of India, the competent governing authority holds explicit powers to designate an Acting Chairperson from among the standing members to ensure that official business proceeds without disruption.
The continuing vacancy comes at a critical juncture when the Commission’s bench is already severely depleted. Following multiple retirements, the statutory agency is currently functioning with just two serving members:

Aspirants across Jammu and Kashmir awaiting upcoming examination cycles, interview schedules, and promotion reviews have urged the administration to intervene immediately. Until either an acting chief or a full-time successor assumes charge under Article 316, the vital constitutional machinery responsible for staffing the UT’s civil administration remains effectively paralyzed.
